The UAE Fire and Life Safety Code: An Overview

A UAE high-rise with fire-rated facade, refuge floor and firefighting access marked

The UAE Fire and Life Safety Code is the reference most fire strategies in the country are built around.

The UAE Fire and Life Safety Code of Practice is the national fire safety code, issued by the UAE's civil defence authorities. It applies across the emirates, with each emirate's civil defence authority responsible for enforcement and procedures.

What it covers

The code addresses topics such as:

  • Construction and fire resistance
  • Facade systems and materials
  • Means of egress
  • Fire detection and alarm systems
  • Fire suppression systems
  • Smoke management
  • Emergency lighting and signage
  • Fire service access
  • Specific requirements for different occupancies

Facade requirements

Following facade fires in the region, the code introduced tighter requirements for facade materials and systems, including testing and approval requirements. Facade specifications need to meet current requirements, and materials typically need approval.

Means of egress

Egress requirements include travel distances, exit widths, exit stairs and refuge areas in certain buildings. These directly affect layouts, so consider them from early design.

Fire protection systems

Many buildings require sprinklers, fire alarms and other systems, depending on occupancy and size. MEP and fire consultants usually design these, but they affect ceilings, shafts and plant spaces.

Smoke management

Some buildings need smoke control systems, such as stair pressurisation or smoke extraction. These affect shafts, louvres and facades.

High-rise buildings

High-rise buildings have additional requirements, such as refuge floors in some cases, firefighting lifts and specific stair requirements. Check the code for height thresholds.

Approved products

Fire safety products and materials often need civil defence approval or certification. Specifications should reference approved products where required.

Working with the code

  • Identify occupancy and building height early
  • Plan egress, stairs and shafts to meet requirements
  • Coordinate facade specifications with fire requirements
  • Engage experienced fire consultants
  • Check emirate-specific procedures

Editions

The code has been revised over time, with significant updates in recent editions. Always check which edition applies and any recent circulars from the civil defence authority.

Relationship with other codes

The code works alongside building codes and authority regulations, such as the Dubai Building Code or the Abu Dhabi International Building Code.

Facade coordination

Facade consultants, fire consultants and Architects need to agree facade materials and systems early. Late changes to cladding, insulation or cavity barriers can affect approvals and the construction programme.

Keep an approvals log

Check fit-out works

Fit-out works also need civil defence review in many cases, so check requirements before changing layouts.

Understanding the UAE Fire and Life Safety Code early helps avoid late design changes and smooths civil defence approval.
