Building Permits in Abu Dhabi: An Overview

An Abu Dhabi waterfront building with a permit drawing set and site plan

Abu Dhabi has its own permitting process and authorities. It's not simply a copy of Dubai's.

Building permits in Abu Dhabi are issued by the emirate's municipal authorities, working within the framework set by the Department of Municipalities and Transport. Some areas and developments may have their own procedures. Abu Dhabi has its own codes, separate from Dubai.

The Abu Dhabi International Building Code

Abu Dhabi adopted the Abu Dhabi International Building Code (ADIBC), based on the International Code Council's family of codes with local amendments. It covers building, fire, energy, plumbing and mechanical requirements. Fire and life safety also involves the UAE Fire and Life Safety Code and Abu Dhabi civil defence. Check which code editions apply to each project.

Estidama requirements

Estidama Pearl ratings are part of the approval process for many developments, with minimum ratings for new buildings. A design rating is usually required as part of permitting.

Typical process

  1. Confirming plot information and planning requirements
  2. Obtaining approvals or NOCs from relevant parties, such as master developers
  3. Preparing design drawings and documents
  4. Submitting through the authority's online system
  5. Responding to comments from the authority and other departments
  6. Receiving the building permit

Applications are typically submitted by registered consultants.

Typical drawing requirements

  • Site plans with setbacks and access
  • Floor plans, elevations and sections
  • Area calculations
  • Accessibility provisions
  • Structural and MEP drawings
  • Fire and life safety drawings
  • Estidama documentation

Planning requirements

Each plot has planning regulations, such as permitted uses, heights and setbacks. Designs must comply with them.

Accessibility

Abu Dhabi has its own accessibility requirements. Check current guidance for the building type.

Coordination

Like other UAE projects, Abu Dhabi submissions involve several departments, such as civil defence and utilities. Coordinated drawings across disciplines help reduce comments.

Construction and completion

Inspections take place during construction, and a completion certificate is required before occupancy. Estidama construction ratings may also be needed.

Differences from Dubai

Keep up to date

Systems and portals change from time to time. Check the current requirements with the relevant authority.

Engage early with authorities

For complex projects, early discussions with the authority and civil defence can clarify requirements before design is fixed. Confirm what was agreed in writing and keep it with the project records.

Keep approved drawings organised

Store approved drawings and conditions together. Site teams and inspectors need the current approved set, and later modifications need a clear record of what was approved.

Understanding Abu Dhabi's codes and processes early helps projects move through permitting efficiently.
